InteraWorks is proud to announce that Jennifer Wilmoth, InteraWorks Facilitator and Relationship Lead, and Sam McGhee, 45-year Law Enforcement Leader and Public Safety Leadership Educator, represented the organization at the 2025 National Homeland Security Conference on Wednesday, August 27th. Their presentation, “Reinventing Policing from the Inside-Out: The Story of How the Metro Nashville Police Department Invested in Their Emerging Leaders,” told the story of how the ASPIRE Leadership Development Institute came to life and the transformative impact it continues to have.
The ASPIRE program was developed and delivered by InteraWorks in partnership with the Nashville Police and Public Safety Alliance and the Best Year Yet Foundation. “The MNPD project is a meaningful demonstration of the powerful results that can be created when government, corporate, not-for-profit, and community come together,” said Jennifer Wilmoth, Relationship Lead & Facilitator at InteraWorks. “I’m excited to showcase at a national level what is possible when multiple entities come together focused on a shared purpose.”
Throughout their session, Wilmoth and McGhee shared how the ASPIRE model not only strengthens leadership capacity within police departments but also provides a blueprint that other metropolitan agencies can replicate. They emphasized the foundational elements necessary for scaling such programs, including long-term funding strategies, coalition building, and ongoing community engagement—all critical to ensuring that emerging leaders have the tools, trust, and vision required to serve effectively.
Wilmoth noted that their aim at the conference was to spark momentum beyond Nashville and “to inspire other agencies to replicate this blueprint and provide leadership development institutes to emerging leaders within public safety around the country.”
The presentation also underscored how the ASPIRE program directly supports InteraWorks’ broader mission of fostering trust between officers and the communities they serve. “This opportunity gives us national exposure to share the viability and replicability of this meaningful and relevant Leadership Institute,” Wilmoth added. “It provides other forward-thinking chiefs of public safety professionals the means and ability to execute their own vision for emerging leaders; a means to foster trust between communities, and the professional support staff and officers serving those communities with the purpose of creating safer cities for everyone.”
